You have a very strong argument though I'd like to point out that I just googled this topic and of the first 5 articles I found about this policy, 3 were from 2006, 1 was from a week before the election, and the 1 since the election was titled "Rudd online porn-free plan questioned", so it seems to me that they didn't hide this policy before the election, and you're not the first to jump to criticise it.
