TV cards seem to suck that way. Mine isn't supported by any Windows higher than Win98 because the company was bought, and then the company that bought them went out of business. (Why does Windows matter? I don't know. Probably because I haven't had good luck with TV card support under Linux, even though it does support this particular card).
