Ouch.. that sucks. In Australia, we have a government body called the "telecommunications industry ombudsman" which investigates complaints about telephone companies and ISPs and have the power to levy heavy fines on companies. The fun part however, is that they charge the company an investigation fee if someone complains about them, meaning many customers have problems sorted out at the company level by mentioning contacting the TIO. Bwahah :)
